Hello. My dog relapsed. He cant walk at all. He peed on his pee pad today but I cannot get him to stand enough to pee outside. He just peed laying down. Should I take him to the vet? I already know he has issues with cervical ivdd. I tried to talk to the vet over the phone but it is a chain so they dont do medical advice without an appt.
Update dog can now walk a little and peed outside.

Danielle, I'm sorry to hear that Otto is having another disc episode. Dogs have many discs in their spine and those with IVDD can have one of those discs deteriorate enough to tear or rupture. This may not be a neck problem this time but a disc in the back. Which legs are being affected, front or back? Pugs can have other illnesses that mimic IVDD so you need a diagnosis from a vet.
The first thing you must do is immediately crate Otto, carry him in and out to potty with very, very few steps at potty time, to protect his spine in case this is another IVDD episode. And then get him to a vet ASAP, the sooner the better. If this is another IVDD episode, he needs to get meds on board ASAP. He'll need an anti-inflammatory (NSAID or steroid) to work on getting the swelling that's pressing on the nerves of the spine down. He'll need pain meds (Tramadol, Methocarbamol, Gabapentin) to mask the pain until the swelling resolves. He'll need a stomach protector such as Pepcid AC to protect him against the side effects of the anti-inflammatory. He'll need to be on strict crate rest for a full 8 weeks.
Good news that Otto is now able to walk a little and that he peed outside. We'll be anxiously awaiting word as to what the vet says after your visit. Healing prayers for Otto.
